fix: keep api_server.py under the thin-assembler line budget

The options route registration pushed api_server.py to 403 lines, over
the <400 guard in test_api_server_is_thin_assembler. Normalize the
scheduled-routes banner to the file's one-line section-marker
convention to make room.
